As the engine rotates, the camshaft rotates with the crankshaft and the eccentric pushed the rocker arm up. The push rod pulls down so that the diaphragm is a cup shape, this creates a vacuum and sucks the petrol into the pump. When the eccentric goes down, the diaphragm goes up and this will compress the petrol and supply the fuel through the fuel lines to the carburetor.
